The Red River flows north to Canada. With the natural melting cycle, early spring rains, frost depth, soil moisture, and ice conditions on the river, a threat of flooding is created regularly. The Fargo Moorehead (FM) Area Diversion Project will protect from catastrophic floods and changing FEMA floodplain maps. SAM (formerly as The Whiddon Group) provides management and coordination of third party and utility MOU’s for 32 entities. We also provided P3 procurement services for the recently awarded design-build portion, including RFP agreement drafts, review of design, and estimating for proposed utility relocations. SAM hosts regularly scheduled meetings with each utility owner, GEC team, and project owner. During construction, SAM will monitor P3 Developer activities during design and construction.
