Scott Hall

Scott Hall has over 30 years of experience in the Transportation industry ranging from right of way mapping and survey, right of way acquisition, eminent domain, relocation, utility coordination and alternative Delivery/Design Build.  Scott is an Associate and Business Development Director for Construction Engineering and Inspection (CEI). His responsibilities include establishing relationships with not only Departments of Transportation across the country but also building trust and respect with SAM’s teaming partners and contractors.

Scott began his career with TxDOT in the ROW Section, largely assisting the AG’s office with Eminent Domain litigation, and over the years increasingly bounced around enough to play a role in practically every phase of the right of way process.  He then transitioned into the Alternative Delivery program and oversaw more than $5B in design build and P3 projects including the North Tarrant Express, the DFW Connector O&M, and the SH360 South Design build. Scott Retired from TxDOT in 2019.

Personally, Scott enjoys spending his spare time with family and being active in both his church and community.
