SAM-CS Vice President, Gregory Cleveland, Speaks about TxDOT's Design-Build Quality Assurance Program
As a co-author of the TxDOT Design-Build Quality Assurance Program (DB QAP), Greg Cleveland will be presenting at the Infraday South Conference Thursday, September 26 regarding the DB QAP's revised program. The program's statewide consistent and programmatic approach seeks to ensure that materials and workmanship are in reasonable conformance with Federal requirements. The program was developed specifically for the risk profile associated with projects that have a Capital Maintenance Agreement (CMA) with three optional five-year terms.
Mr. Cleveland will also discuss the lessons learned for management and material and construction quality. With several factors affecting timely inspection and testing, it's imperative that industry professionals are aware of communication protocol in the field and understand the decision making process based on construction elements and their long-term residual risks of failure.

As Vice President, Mr. Cleveland is responsible for business development, construction contract execution and administration, field engineering, quality control, and development and implementation of construction phase software.
As a former Texas DOT (TxDOT) employee, Mr. Cleveland has 25 years of engineering, construction, and project management experience on traditional, design-build, and public-private partnership (P3) projects throughout Texas. He has co-authored several TxDOT publications including the Design-Build Quality Assurance Program (DB QAP), DB QAP Implementation Guide, Owner Verification Testing and Inspection Plan (OVTIP), Statistical Analysis Software, Standard Specifications, Pavement Design Manual, and the Local Government Project Procedures Manual. He has served on multiple Texas and National research projects and has published numerous technical publications.
He is a Professional Engineer in multiple states and is a nationally Certified Construction Manager (CCM) and holds undergraduate and graduate degrees in Civil Engineering from the University of Texas at Austin and Texas A&M University.
